I've disabled guest access to the forum.
The resource unavailable message is from excessive bot activity, and the methods of detecting bot activity are unreliable, the only other option is to restrict access to forum content to logged in users only.
This should not negatively impact any registered forum users.

All bots are now assigned a default permission to only view the About section.
The bot name, if active, will display on the very bottom of the page next to logged in users.
Hopefully this remedies the problem.
